How Converse sizing works
Here is the answer you came for: yes, Converse Chuck Taylor All Stars run big, by about a half size. Order a half size down from your usual US sneaker size and you will land on the right fit far more often than not. If you wear a 10 in most sneakers, buy a 9.5 Chuck. That one rule solves the question for the vast majority of feet, and the calculator above applies it for you and hands back the UK, EU, and CM equivalents while it is at it.
Why the confusion in the first place? Chucks are unisex. Every pair is built on a single men's last, which is why the tongue label lists two numbers: the men's size and the women's size for the same physical shoe. The women's number is always the men's number plus 1.5, so a men's 8 and a women's 9.5 are literally the same sneaker. If you shop by your women's size, you are still buying a men's-lasted shoe; the label just translates for you.
The formula
Women's = Men's + 1.5
UK = US men's − 0.5
EU = US men's + 33
CM = (US men's + 22) ÷ 3 × 2.54
Your usual US size is what you wear in most everyday sneakers, in the same system (men's or women's) you selected above. UK, EU, and CM are computed from the men's number, so a women's size is converted to its men's equivalent (women's minus 1.5) first. CM is the foot length the size is built for, rounded to one decimal.

When NOT to size down
The half size down rule assumes an average width foot and normal socks, and it is worth breaking in a few situations. If you have wide feet, stay at your usual size: Chucks are not a wide shoe, and the extra length is what buys your forefoot some room. Same call if you plan to wear them with thick socks, in cold weather, or over orthotic insoles. And keep the style in mind: this page's rule is for the classic Chuck Taylor All Star. Chuck 70s run closer to true size thanks to a slightly snugger, more structured fit, and One Stars and other styles vary enough that we will not pretend one rule covers them. When in doubt between two sizes in a canvas shoe, slightly roomy beats slightly tight, because canvas barely stretches lengthwise.
